However, by the winter of second grade, students are expected to have mastered these skills and moved on to Oral Reading, so all levels are scored as Below Expectations. For example, since few students in the fall of pre-K have the skills to achieve Level 1 competency, any score of Level 1 or better is scored as Exceeds Expectations. This is due to the expected progression of skills as a student moves from grade to grade. Note that not all expectations may be shown for every grade. The following table shows the grade-level expectations for the Foundational Skills topics of Phonological Awareness and Phonics & Word Recognition, which are the same across both domains.
